This page provides a summary of how this project will improve the roadway condition along the Lake Avenue Corridor from West 117th Street to Detroit Avenue (excluding the Clifton Boulevard intersection).  The following Public Information Flyer PDF can also be downloaded for additional information. 

Project Work Scope - Lake Avenue 

West 117th Street to Detroit Avenue

Complete Street and Safe Design Requirements:

  • The project is a Medium Neighborhood Street per the City Complete and Green Streets Topologies Plan.

  • The pavement resurfacing project on Lake Avenue extends from West 117th Street to Clifton Boulevard (Section 1) and from Clifton Boulevard to Detroit Avenue (Section 2), approximately 1.71 miles.

  • The existing asphalt surface will be removed, the underlying pavement base will be repaired, and new asphalt will be placed in two courses.

  • Installation of pedestrian refuge islands at West 110th Street, along Lake Avenue from Clifton Boulevard to Viking Court, at West 85th Street and at West 78th Street. 

  • 31 each Americans with Disabilities Act (ADA) compliant curb ramps will be installed at crossing street locations.

  • Enhanced crosswalks with Rectangular Rapid Flashing Beacons (RRFBs) will be installed at the newly constructed pedestrian refuge islands at West 85th Street and at West 78th Street.

  • Bike lanes will be installed in both directions from Clifton Boulevard to Detroit Avenue (Section 2).

  • Parking lanes will remain along the corridor in available areas.

  • New thermoplastic pavement markings will be installed to support a traffic calming road diet (Section 2 -Clifton Boulevard to Detroit Avenue). The road diet will improve safety by channeling traffic into one lane in each direction.

  • Repairs or replacement of non-compliant street curbs, sidewalks and drive aprons as needed.

  • All crosswalks within the project area will be restriped with new thermoplastic pavement markings.

Green Infrastructure Design Requirements:

  • Sewer castings will be replaced as required.

  • Sewer will be inspected and cleaned as required.

  • Abandoned aprons and other unnecessary concrete areas will be removed and replaced with grass, reducing overall impervious area along the corridor.

  • Pedestrian refuge islands will be installed. 

  • Existing street trees will remain undisturbed and part of Urban Forestry’s citywide care and programming.

  • Recycled materials are utilized in various roadway elements such as recycled asphalt for City street pavements for City roadway projects.

  • City owned utility casting metal such as in manholes and water valves are also recycled during the project construction.

Multimodal and Active Transportation Pavement Marking and Signage Requirements:

  • 0.52 miles of new dedicated eastbound and westbound bike lanes will be installed from Clifton Boulevard to Detroit Avenue (Section 2).  Dedicated bike lanes will connect to existing bicycle infrastructure along Detroit Avenue.

  • Multi model signage will be installed as per requirements.

  • The additional bicycle infrastructure supports the recommendations made in the 2019 Lake Avenue Master Plan.

Stakeholder Involvement and Plan Development:

  • Followed Ohio Department of Transportation Plan Development process and Engineering & Construction policies and procedures.

  • Project website has been developed to allow for virtual public presentation and comment.  www.lakeavenueCLE.com

  • Pre-construction meeting to be scheduled by ODOT prior to construction start. Anticipated to be held in 2nd quarter of 2021.

Envision Rating for Complete, Green, and Sustainable Design:

The Envision Rating for this project is Silver (39 points) which meets project goals.

Maintenance of Traffic During Construction:

  • The project will be constructed in a single construction season.

  • Phase 1 – Construct the north side of Lake Avenue from West 117th Street to Detroit Avenue (entire project)

    • West 117th Street to West Boulevard (Section 1) – Westbound traffic will be maintained, and eastbound traffic detoured to Clifton Boulevard

    • West Boulevard to Clifton Boulevard (Section 1) – Eastbound traffic will be maintained, and westbound traffic detoured to Clifton Boulevard

    • Clifton Boulevard to Detroit Avenue (Section 2) – Two-way traffic (eastbound and westbound) will be maintained.  No detour is required.

  • Phase 2 - Construct the south side of Lake Avenue from West 117th Street to Detroit Avenue (entire project)

    • West 117th Street to West Boulevard (Section 1) – Westbound traffic will be maintained, and eastbound traffic detoured to Clifton Boulevard​

    • West Boulevard to Clifton Boulevard (Section 1) – Eastbound traffic will be maintained, and westbound traffic detoured to Clifton Boulevard​

    • Clifton Boulevard to Detroit Avenue (Section 2) – Two-way traffic (eastbound and westbound) will be maintained.  No detour is required.

  • Access to residences and businesses will be maintained throughout construction.

  • On-street parking will be maintained throughout construction, as available.

Funding:

  • Estimated Cost:         $3,622,000

  • Funding Sources:      $2,772,000 – Federal Block Grant​​

        $​   850,000 – City Road & Bridge Bonds and Utility Funds
